I just submitted a PR on Jenkins core (https://github.com/jenkinsci/jenkins/pull/1079) to add an option to the CommandInterpreter class to mark the build as unstable instead of failed if the runned command returns anything but 0.
This patch add this functionnality to the PowerShell plugin
