In any case We (Tikal Knowledge) are managing & leading the development effort of this plugin, in order to commit / submit a pull request you should fork the repository on github => https://github.com/jenkinsci/tikal-multijob-plugin, then perform the changes on your local user (origination) then issue pull request.
Once you issue the pull request the plugin maintainers will get the request and merge it (if it doesn't break anything).
