You can already do something similar to this by putting the default pre-send script in the global config and using $DEFAULT_PRESEND_SCRIPT in the project. I am also adding the ability to use managed scripts, so I am not sure there is a big usage model for this and I think it opens a security hole I don't really want to deal with.
