After digging through the code for a while, it looks like the jcloud nova TempateOptions doesn't support network id. Looks like there is already an open issue here:
https://issues.apache.org/jira/browse/JCLOUDS-416
I don't believe the JCLOUDS-202 issue solves the problem any more.
