This ended up fixing itself after a restart, or I believe would have within 24 hours.
I had just created a user and logged into jenkins before publicizing the org's membership. After publicizing it still didn't work until I restarted, which seems to be because the unpublicized credentials were cached https://github.com/jenkinsci/github-oauth-plugin/pull/3.
