In that case, it should provide an option to let the user specify how many times the plugin should retry booting the emulator before marking the job as NOT_BUILT. It's really bothering me now. The job is NOT_BUILT once or twice every 100 runs. Not very high chance, but in CI you don't want any non-code problems fail your pipeline.
