The problem is this part of the xml:

  <usePriorityStrategies>true</usePriorityStrategies>
  <priorityStrategies>
    <jenkins.advancedqueue.JobGroup_-PriorityStrategyHolder>
       <id>0</id>
    </jenkins.advancedqueue.JobGroup_-PriorityStrategyHolder>
  </priorityStrategies>



Where the strategy list has one empty item. Replace this section with:




  <usePriorityStrategies>false</usePriorityStrategies>
  <priorityStrategies/>






Now it should load.



I'm trying to reproduce this xml being created but failed so far let me know if this happens again ... I will investigate further.
