I encountered this as well, on Ubuntu 13.10.
The solution for me was to change the location of Java (in /etc/default/jenkins) to another installation (I picked Java 7). It now looks like the following.
JAVA=/usr/lib/jvm/java-7-openjdk-amd64/jre/bin/java
