We have the same issue! See JENKINS-17614(Jenkins triggers builds on SCM changes although not configured)
It looks like people who have seen that bug mostly reporting it to corresponding SCM plugin (See for example,
JENKINS-5926), but it looks like more general.I have search internet for solution, and only have found different other forums with about the same description of the bug, for example:
