Description:

If a non-draft change (a) is converted to a draft change by a new commit (a') and then moved to a non-draft (in gerrit ui) then
1) Jenkins will trigger a build for a'
and
2) if the build for a' is in progress when the change is made to a non-draft (identical git hash) then the build for a' will be aborted and a new build will be triggered.
Both of these waste CPU & IO cycles.
