The build toolkit is used on the Master when determining if there are changes that should trigger a build. It is also used on the master to obtain some info prior to starting the build on the slave.
A build toolkit of version 4.0.2 can NOT be used against a 4.0.1 server.
Is it still an issue... Depends on how you look at it. It is a problem in 4.0.1 RTC, its not a problem with the Jenkins plugin. For RTC, if you report it, they will suggest that you update to the next version where it is fixed. If you are unable to update, then you can raise an APAR and see if you can get a patch.
