I was experiencing a similar issue. I was able to apply setting by doing the following:
1. In Jenkins, go to "Manage Jenkins."
2. In Manage Jenkins, go to "Manage Plugins."
3. In Manage Plugins, select the "Installed" tab.
4. Under the Installed tab, is the Jenkins disk-usage plugin installed?
5. If the Jenkins disk-usage plugin installed, uncheck the checkbox (located in the left column) to disable the plugin.
6. Restart Jenkins.
7. Now, you should be able to apply your configuration settings.
