Look for the 'si projectco' command executed by the API in the DEBUG output and check the return code.
Unfortunately, I haven't built utilities to read the derby db outside of the plugin. I'm not sure if that helps us in this case anyway as the derby db is not the issue, is the mysterious file that doesn't seem to want to be checked out. That'll only show when the checkout command is executed.
