I had the same issue with three views but found a fix.
check the view config by calling it and adding /configuration.xml in the URL, this will show you the config spec. My non-working views had those two set:
<filterExecutors>false</filterExecutors>
<filterQueue>false</filterQueue>
Once I edited the stored view configs in the <JENKINS_HOME>/config.xml and reloaded the config from disk, the views worked!
