Tobias Oberlies commented on JENKINS-4728 403 on login using container security I wonder if this isn't related to Tomcat (and other containers) disallowing forward slash (%2F) encoding I don't think so: Both https://<host>/jenkins/loginEntry?from=/jenkins/ and https://<host>/jenkins/loginEntry?from=%2Fjenkins%2F yield the same 403 error.
