This would definitely be a great improvement. The extended choice plugin is by far one of the most powerful parameter selection tools in the Jenkins interface and I have used it extensively. The ability to resolve environment and build variables would make it so much more flexible. I can also envision cases where the choices are based on per user specific properties.
