Description:

I have a following project.
- Have 3 platforms to build.
- 2 of 3 (A, B) are major and I want to test automatically.
- 1 of 3 (C) are minor and I want not to test automatically as that platform is so slow and time-consuming. I want run tests for that platform only when I intend and operate manually.
- I want run them in a matrix project to know which artifacts are built from same versions.
If filtered platform-C with combination filter, I cannot run build for platform-C even I checked platform-C in matrix-combination-parameters.
(And it often causes NPE in views. SEE JENKINS-21889)
I want specify a default checks for matrix-combination-parameters.
It allows excluding platform-C usually, and enabling platform-C when needed.
