It's a Groovy thing. AFAIK, each closure defines it's own it variable. So the maven {} closure has a different it variable, which will be null because no parameter is passed in. The following should work:

...
steps {
    existingMavenInstallations.each { installation ->
        maven {
            mavenInstallation(installation)
            ...
        }
    }
}
...
