Build Flow support has been release in 1.21.
I'm not sure if it really makes sense to integrate the flow DSL into the job DSL. The flow DSL is an imperative DSL which is executed for each flow run. The job DSL is a declarative DSL describing jobs. I think declarative and imperative DSLs should not be mixed.
