Just to confirm, it appears tmp watch is indeed the issue. It's default config in /etc/cron.daily/tmpwatch looks like:

I assume the rpm package could be changed to add "-Djava.io.tmpdir=/var/lib/jenkins/tmp" or something similar to /etc/sysconfig/jenkins?
