I'm just going through issues and I have no problems creating new jobs on version 1.557 running under Tomcat6 on Linux (RHEL6.5) with ~500 jobs and many muiltple slave config. Is this still an issue for you? Very few people watching and voting this one. Might be specific to your setup? It's a fundemental operation that I'd expect we'd see more feedback on.
Have you tried uninstalling or disabling your green balls plugin?
