Hmm, what kind of job is this? For freestyle jobs I added the task scanner using the add post-build action. Then there is also a Delete button to remove that action. See new screenshot.
In your screenshot it seems that the action could be enabled using a checkbox. This has been changed in Jenkins quite some months (years?) ago. In which section is the task scanner configuration located? In my job it is below post build actions.
