I cannot reproduce this.
This appears to be a duplicate of JENKINS-17532 — the problem is not related to "android-xx", but rather that if you already have "android-17" installed (e.g. due to using the "Install Android project prerequisites" in another non-emulator Jenkins job) but not the related system images, then the plugin would not check whether the system images are in place.
