User did not specify Jenkins version in original issue or respond to query for more information, so I'm resolving this as Incomplete.
Note: Jenkins 1.549/1.532.3 have the fix for
JENKINS-20345, which might be related. So please try to update to at least these versions to see whether that fixes the issue.
