Do the fingerprint files archived upstream and downstream have the same checksum?
Since you mention Copy Artifact, could it be related to the recent change to make fingerprinting optional?
Also, please try to set up a minimal environment suffering from this problem to make it easier to reproduce the issue when trying to investigate. Right now, it's pretty vague, with a lot of interdependent part.
