As you can see in the second screenshot, this also happens for longer durations. This is not related to sub-1-minute tests.
And I still reproduce this using Jenkins 1.559.
(Moreover, when "count" is selected below the test history graph then counts are correctly displayed as y labels in the graph, but the tooltips are for duration: the tooltips should contain counts.)
