FWIW it should be fairly easy to write an extension implementing QueueTaskDispatcher to veto execution on a node (that maybe has a related NodeProperty defined) unless its selfLabel is part of the job's label _expression_. But labeling a job 'windows-x64' will then not do it anymore.
