Not a bug – as the error said, it's not supported. To get restart feature on Windows, install the Jenkins master as a service and specify hudson.lifecycle system property.
Aside from that, needs to be reproduced on a recent Jenkins version. While the code still seems to behave like this, maybe this occurred for Windows service installs as well, and fixes in installation resolved this for that situation.
What could be done is nicer exception handling in the Safe Restart plugin, but that's not a core issue.
