I don't see this happening.
For one thing, this would result in changing table width between views. Right now, tables use all available horizontal space on every page.
Hiding overflow of the tabs bar isn't a good idea either.
My suggestion would be plugins such as Nested Views or DropDown ViewsTabBar that allow you to reorganize views into hierarchies and change how the tabs bar looks like, respectively.
