I have the same issue with Jenkins 1.566, that is I can't configure an inheritance project (neither abstract nor concrete). Problematic version of Inheritance Plugin is 1.5.1. Downgrading to 1.5.0 and the problem disappears (as described in the comments above).
Unfortunately I also use Job Config History plugin so Inheritance Plugin 1.5.0 makes Jenkins really slow.
