How are you running Jenkins?
What's the security realm you selected, and how did you configure it?
Could you provide a screenshot of the form before you submit it so we can see the values you're sending, or capture the POST request's parameters from your browser's debug console?
In the Jenkins install directory, is there a file named 'secret.key'?
Is this the first action you're performing in Jenkins? Does the issue still occur if you're in 'Configure System' first and submit that?
