Resolving as Won't Fix: Restrictions on ports up to 1024 or so are (at least by default) reserved for root on Linux. Being a platform-independent program, Jenkins is limited in the choice of solutions to this issue.
Common solutions include setting up a reverse proxy such as nginx in front of Jenkins that forwards requests from 80 (and 443) to 8080; or configuring iptables to redirect incoming requests at port 80 to port 8080.
