Files are uploaded behind the scenes from this plugin to WebSphere's Admin Console URL. When global security is enabled, the SSL Cert(in most cases, it's self signed) needs to be trusted by the server that Jenkins is running on. You can go about this a few ways. The installCert.java is one way of those ways. You can also look at the WebSphere Liberty installation instructions for further details on importing.
