More info: It seems to be connected to the use of artifact filter "**"
For other filters such as "myfolder**" (myfolder backslash asterisk asterisk) I get properly preserved artifact timestamps.
Is jenkins perhaps detecting "/" and "\" in the artifact filter to determine if the system is UNIX or Windows? Could this be it?
