Strictly speaking, not a bug: These builds are more job metadata that build records, and it makes sense to store them outside of the regular builds directory to prevent accidental interaction with code that expects everything in the builds directory to be a build record.
Still, this will likely mess up your master in low/fragmented disk space situations.
