Thanks Gaston. Adding the trailing / works for me as well. I was having the issue only from Chrome, and with Jenkins 1.567 running in Tomcat7 on a Windows 2008 R2 box. Without the /, I can't get in from Chrome.
Also, this is closely related to https://issues.jenkins-ci.org/browse/JENKINS-17101
