This cannot be done given the current architecture of the plugin. For this to work, you will need to submit a API enhancement to PTC so that you can fetch the contents of a 'Submitted' change package without a sandbox.
Currently the only way to get 'Submitted' change package contents is using a sandbox. Without the sandbox, there is no API call that can be issued to fetch the contents.
