Jesse Glick resolved JENKINS-24134 as Not A Defect Make environment variables available for Matrix Authorization Strategy Plugin Does not make sense as written. If a job is being generated by some tool, then that tool should include any job-specific permissions in the config.xml, such as granting build permission to the user who initiated the generation.
