I'm against overloading core with features that could as easily be added in plugins unless there's a general need/demand for them. This looks like a more specialized issue, similar to Build User Vars Plugin.
The trend has been going towards removing things from core for a while (JUnit, Windows Slaves, Matrix Auth, ...).
