Some how hudson.plugins.build_timeout.impl.NoActivityTimeOutStrategy#readResolve seems not be called when we update the config by using hudson.model.AbstractItem#updateByXml. updateByXml uses XmlFile#unmarshal which then uses XStream#unmarshal. That seems to behave different from XStream#fromXML. That needs further debugging...
