The following is how it's supposed to work (assuming matrix permissions strategy or similar)
If anonymous does not have the Overall/Read permission, it always presents a login for.
If anonymous has this permission, it depends on whether he has Item/Discover. If so, a login form should be presented, otherwise it should be an error page to hide the existence of the resource.
