The problem reported is with RTC starting a Jenkins job (which may or may not be configured to use the RTC SCM (i.e. using the Team Concert plugin)). It is being tracked in a workitem against RTC's integration RTC Hudson/Jenkins server-side integration doesn't work with Jenkins Version higher then 1.575
