Disable everything (e.g. Dashboard plugin, Project Stats plugin) that causes Jenkins to load all builds of a project.
Does this still occur (in this severity) in more recent Jenkins versions? Except for project types that require loading all builds (Matrix and Maven come to mind as candidates), this should not happen. More stack traces would be helpful.
