This the normal execute shell build step. This used to work. I am sure. I asked in the mailing list but had no luck yet. Moreover, it does say in the popup interrogation mark for the plugin:

KEY=value pairs, one per line (Java properties file format). Backslashes are used for escaping, so use "\\" for a single backslash.
Current build parameters and/or environment variables can be used in form: ${PARAM} or $PARAM.

Where are these environment variables from then?
