Cannot reproduce in Jenkins 1.580(ish). The change is reflected on disk and in the running Jenkins instance.
Note that Xstream (the XML library used by Jenkins) has some limitations what it can do to running instances. If there's an attribute missing in the XML you post, it will not be nulled on the View, instead, the old value is retained.
Additionally, views do not allow renaming by POSTing config.xml.
