Not the case anymore (Jenkins 1.578, Maven 3.2.3, maven-failsafe-plugin 2.17). Failsafe and Surefire behave the same.
Note however JENKINS-24655 (I think the right fix would have been to make Surefire behave the same as Failsafe and fail the build...).
