With the latest version of the ClearCase plugin, it looks like the behavior on Windows and Linux slave is not the same. On Windows, the view is populated based on the stream's configuration, but on Linux, it remains empty. There are 2 identical sets of "cleartool desc -fmt %[component]Xp baseline:..." commands in the console output on Linux, whereas on Windows, the second set makes more sense (cleartool desc -fmt %[root_dir]Xp component:...).
