Given the following request:

Note: This is the request swarm makes when I shelve a changelist for review
The associated Jenkins build fails to sync. From what I can tell, it does not look like the Build Review job respects the review parameter when building the job. Attached are screenshots for the console output and build parameters.
Notice that:
1. The "review" parameter from the request does not appear in the build parameters screenshot.
2. The build attempted to sync to changelist 267 (the review changelist) and then tried to unshelve changelist 0. I would have expected it to sync to the latest revision and then unshelve changelist 267.
