Make sure that build triggers in job configuration: Build when a change is pushed to GitHub - is not checked (I had it enabled and it caused ${sha1} not to be set, which makes sense as this checkbox is for "Github plugin", not for "GitHub pull request builder plugin" and reacts for every push), GitHub Pull Request Builder - is checked and reacts only for pull reqests and issue comments (webhook setup done automatically by Jenkins). Verify also Webhook in your project settings: payload url: http://jenkins.com/ghprbhook/ content: x-www-form-urlencoded events: pull request, issue comment
