Description:

When the P4 plugin is coupled with the Email-ext plugin, emails are not sent to the developer(s) who made changes even when they are configured to do so in the "Send To" triggers.
This may or may not be related to the user link on the build summary page being broken (the user link is missing the portion of the path to specify the user; this is not the case on the change details page; see attached screenshots).
